Lieutenant Colonel (Retired) Cathy Nicholson Troutman was selected to be the Grand Marshal for the City of Rockville, Maryland during the Memorial Day Celebrations in 2017. Proudly retired from a distinguished career as a Lieutenant Colonel (Retired) in the US. Army in 2008, Cathy Troutman continues to serve her country. After her retirement from the Army in 2008, Cathy accepted a position with Lockheed Martin, Inc, as a Senior Program Manager but shortly thereafter decided to work for the Federal Government—serving at the National institute of Health, Health and Human Services, and the Veterans Administration. She currently serves at the Commodity Futures Trading Commission as an Information Technology Project Manager.

 

As a military officer, Cathy was one of the senior officers responsible for the management of health information systems for military treatment facilities and research facilities stateside, Europe, Asia, and Africa while benefiting our warriors in theatre. In her diverse roles, Cathy has been a primary purveyor of clinical and medical information systems in critical research projects serving as Biomedical Information Management Officer, Chief Information Officer (CIO), Chief Technology Officer, Clinical Information Officer, Deputy Research Portfolio Manager, Principal Investigator, and culminating her military career as the Deputy Director of two high priority programs: Army Neuropsychological Assessment Metrics Program and the Department of Defense Pharmacovilgilence Program.

 

Cathy began her military career as a Biomedical Information Systems Officer, where she was acknowledged as a committed leader and tasked with greater responsibilities in roles such as CIO, Frankfurt Army Regional Medical Center/97th General Hospital, Frankfurt, Germany, Headquarters, Medical Research & Materiel Command (MRMC), Fort Detrick, MD. Later, Cathy was named Director of Information Management/CIO for the Armed Forces Institute of Pathology (AFIP) in Washington, DC. Cathy served as Clinical Information Officer, CIO, Chief Operations Officer and Principal Investigator for the Telemedicine Directorate, North Atlantic Regional Medical Command / WRAMC.

 

As Director, Biometrics and the CIO for the Walter Reed Army Institute of Research (WRAIR), Cathy gained a global perspective relative to the impact medical data and information has on research and clinical application. Concurrently, Cathy supported the Naval Medical Research Command and their subordinate organizations and the DoD Global Emerging Infections Surveillance and Response System. Her last duties consisted of roles such as Deputy Research Portfolio Manager and Chief Technology Officer for the Telemedicine and Advanced Technology Research Center, MRMC at Ft Detrick; Deputy Director for the Army’s Automated Neuropsychological Assessment Metric Program, a highly acclaimed Army Program researching systems that evaluates Soldiers mild traumatic brain injuries (TBI) by conducting a pre/post combat assessment of Soldiers. Cathy is particularly proud that she was hand selected to serve on the Army Surgeon General’s staff as the Deputy Director for the Department of Defense Pharmacovigilance Program.

 

A native of Arkansas, Cathy earned her BS degree in Business Data Processing in 1984 from Arkansas State University, Jonesboro, Arkansas and her MS Degree in Business Administration from Webster University in 1986. A graduate of several senior level military schools, Cathy has received top level awards throughout her military and civilian career as well as awards within her community. She is a member of numerous military, civilian, and community organizations, where she holds key positions and has made significant contributions. LTC (R) Cathy Troutman is married to Richard Troutman; they have two adult daughters. Rich and Cathy reside in Rockville, Maryland.
